  • A Disaster Situation Management Study using MORT-TAC
    Disaster
    By. Sunggeun Kim, Chongsoo Cheung
Abstract Purpose: The purpose of this study is to present a plan to manage disaster situations using MORT-TAC, a factor to consider the situation evaluation of disaster sites. Despite the importance of disaster response due to the sharing of initial disaster information in disaster response, small disasters often develop into national disasters due to the lack of important information in the event of a disaster. Method: In order to conduct research using MORT-TAC, a factor in evaluating disaster situations, various organizations can use MORT-TAC to distribute initial disaster information through literature research and telephone interviews due to COVID-19. In addition, a study was conducted to incorporate the researcher's military expertise for 30 years of military service into the disaster field. Results: As a result of the district, MORT-TAC was suggested to distribute initial information on disaster sites between city and county emergency control teams, integrated support headquarters, regional and central emergency control teams, and education and training programs to improve disaster-related officials' expertise. Conclusion: Disaster response and disaster situation management must be performed by professional officials. Disaster officials of all disaster response emergency organizations must have the expertise to manage disaster situations using MORT-TAC, and to this end, education and training programs must be reflected in the annual education plan. In addition, in-depth research on MORT-TAC should be continuously studied in the future. • The Implementation Strategy of A4P(A4P+) and the Implications for Korean Military’s Participation in UN PKOs
    Military
    By. Hyokyung Kang
Abstract Purpose: The United Nations recently announced A4P+, a priority for the implementation of A4P following A4P to emphasize the qualitative improvement of peacekeeping operations and the sharing of responsibilities among related actors. In this paper, I will consider the A4P+ priorities to be implemented for UN peacekeeping operations between 2021-2023 and draw implications for the Korean military deployment policy in peacekeeping. Method: To this end, Literature analysis centered on official documents published by the United Nations related to A4P and A4P+, was conducted, and military-related data were referenced among various data on the United Nations web page. Results: A4P and A4P+ presented areas and tasks to be implemented in peacekeeping operations by the UN, member states, regional organizations, and host governments related to the deployment of UN personnel. Upholding A4P and A4P+ are WPS(Women, Peace, and Security) and data-driven and advanced technologies. All stakeholders in Peacekeeping must do their commitments in eight areas of A4P and prepare for the materialization of A4P through A4P+ priorities based on the two. Member states providing military and police are responsible for providing their competent peacekeepers to field missions for their safety and security and mandate implementation. Peacekeeping operations emphasize high-tech and information collection systems for effectiveness and efficiency of peacekeeping, TCC/PCC should read and reflect the changes required from the UN into their deployment policy. Conclusion: Korea should do its commitment pledged to the UN to contribute to successful peacekeeping operations. First, Korea shall contemplate its deployment policy, focusing on how and what it can implement A4P+ within a limited period. Second, Korea needs to re-consider the current participation of military and equipment. Qualitative expansion in Korea’s participation rather than quantitative one should be prioritized first. • New Duties of Intelligence Agency in Response to the Pandemic of COVID-19
    Terrorism
    By. Sunggu Jo
Abstract Purpose: During the pandemic of COVID-19, we have again felt the importance of 'information' and have also realized that medical and scientific technology alone cannot control the pandemic caused by disease. Hence, it is intended to discuss the role of intelligence agency under such uncertainties. Method: In order to study such social phenomena, the pandemic of COVID-19 situation has been analyzed over the past two years as well as the methods to collect the necessary information through many existing literature and data. The analysis attempted to interpret the meaning of the phenomenon through the intuitive insight of the researcher. Results: The result is that people's lives, as with COVID-19, may become insecure and unpredictable overnight. Furthermore, despite medical and scientific technology and development, the COVID-19 virus has expanded to delta mutations and omicron mutations, and hence, it is still unknown as to when this uncertain situation will end, which will have a direct impact on the national security. Conclusion: It is of the view that the medical and scientific technology alone cannot control situations such as the pandemic of COVID-19, and the ‘power of intelligence’ to prepare for and against such scenarios in the future should be supported, and this duty will become a new task for the intelligence agency. Policy
    By. Hyojin Kim
Abstract Purpose: The purpose of this study is to collect and analyze big data related to food tourism in Jeollanam-do. Specifically, this study analyzes what potential tourists consider food tourism in Jeollanam-do under the COVID-19 regulation. It is to analyze the perception about Jeonnam as a destination for food tourism perceived by potential tourists through big data analysis. From big data analysis, this study analyzes why tourists visit Jeollanam-do for food tourism. Method: The big data collected for analysis ranged from January 1 to December 31, 2021 using the Textom and came from the “N” firm, the largest portal site in Korea. Big data was collected from blogs, cafes, and news among various channels owned by the firm using the keyword ‘Jeonnam food tourism’. Two years have been since the first case of COVID-19 infection was reported in Korea on January 20, 2020. Word pairs were selected using the N-gram, which is a number that records the number of consecutive expressions of two words in the data. Key words were visualized using word cloud analysis. Results: First, according to the frequency analysis through text mining, tourists who visit Jeollanam-do perceive Jeollanam-do as a food tourism destination. Second, in the frequency analysis using the N-gram, many words for tourism activities, tourism resources, tourism products, culture, and the like were presented in addition to food tourism in Jeollanam-do. Third, as in the frequency analysis using the N-gram and the result from word cloud, a specific region in Jeollanam-do such as Beopseongpo and a specific food such as kimchi were showed in the top search terms. Conclusion: First, those officials who are charged in public relations and tourism in Jeollanam-do should prepare environments to provide unique tourism activities linked to food tourism and should develop various tourism programs in connection with food tourism in Jeollanam-do. Second, it is necessary to provide and promote fascinating programs that can be experienced from visit to Jeonnam, such as cultural tourism activities linked with food tourism and local tourism experiences. Finally, as the capital of food tourism, numerous advertisement and promotions for Jeonnam food and effective food-related festivals and events are necessary. • Beauty Plastic Surgery Coordinate Protection System using Face Recognition Program
    Beauty
    By. Jungsick Min, Hongshin Jeon
Abstract Purpose: The purpose of this study is to increase the satisfaction of customers who want good physiognomy and appearance by creating a system that allows cosmetic plastic surgery professionals to automatically see the faces on screens such as those of mobile devices. Method: First, the name of each part of the face as a point on the coordinate plane. Second, the beauty plastic elements were first defined as math formulas, and criteria for determining beauty plastic images were prepared according to the calculation results of inputting information-protected coordinate values into the math formulas. Third, a method of outputting beauty plastic judgments when the math formulas in which the coordinates of feature points are input satisfies a given condition was presented. Results: Since philtrum is an important part of physiognomy and plastic surgery, a method of determining criteria related to philtrum was suggested. In addition, since the jawline shows a person's ability in terms of physiognomy, the ratio of the jawline was defined to present the criteria for an angled jawline. Conclusion: Experts in the service industry, such as physiognomy and cosmetic surgery, are habitually considering ways to analyze facial shapes and create better images according to customer needs. Since it takes time and effort to learn physiognomy professionally, if you have a tool to analyze physiognomy when you do not have knowledge of physiognomy, you can expect much more efficient results. Based on the effect of this paper, when the face appears on the screen, the customer's personality and image will react immediately, enabling the establishment of a system that suggests the direction of procedures for makeup, plastic surgery, and tattoos.
